Not interested in criticizing the source, but if this was taken from a larger article (and it looks more like a FB post or something like that), an "excerpt" can only be properly evaluated in that whole context.

For starters, it's not necessary for anyone to agree with the definition of "austerity" put forward here. I certainly think it's bizarre, but perhaps elsewhere in the piece the author has supported this definition and if so, I'd like to read it.

Let's make it a rule, shall we? If you're going to quote someone, provide the source. Otherwise, we can all just pick and choose the bits we like, omitting those we don't, and in doing so you can even make someone seem to say the opposite of what they originally did say.

...and as such there's no reason whatsoever to give your "excerpt" or any other the time of day unless we can read the whole thing ourselves.

P.S. "Austerity" budgeting is really more of a British meme with specific reference to cuts in their national health program. There have been a lot of hysterical pieces in their press about the NIH cuts "causing deaths", and your excerpt looks a lot like those pieces.

If so, I have absolutely no interest in England's budget process, and even less interest in anything that their press writes about it (they being even more unprofessional and sensation-seeking than our own press, if that were possible).
