The part you quoted was an extension on the previous paragraph. Here's that:
"Only the largest businesses can stay afloat by cutting their least profitable divisions and reducing staff."

Here I was trying to describe the opposite situation, when businesses can expand:
"Businesses can make a little less in profit and diversify their offerings because they have less overhead."

My phrasing was awkward. How does this sound:
"When businesses have less overhead due to lowered taxes, they can take on less (or minimally) profitable projects, diversifying their offerings."

Because of the lowered taxes, they can hire people to work in those minimally profitable divisions. Without the lowered taxes, those divisions would have to operate at a loss and none of those people would have jobs.
