This is ridiculous. Nothing but oppression - And compounding problem

I always assumed people without licenses were DUIs.  

This is a circular punitive situation that enforces the poor stay poor.  

Money makers, just like prison system.  Insurance will cost them more, fines and penalties on top of fines.
