I thought Scott Brown's election forced them to use reconciliation. I forgot the Senate had already passed the existing bill by 60 votes.

The case of your friends illustrates there are philosophical differences about what we should be forced to buy. I'm not sure how that changes the effects of the tax bill. Even if the tax bill doesn't pass, some people will still choose to pay the mandate and not get coverage. Some people will choose not to pay the mandate and not get coverage.

It was Cheney's opinion that deficits don't matter and some Pubs in Congress felt differently and tried/failed to change the law. Again, I'm not sure how that is affected by the tax bill. Even if the tax bill didn't pass, Congress would still have to pass another law to make changes to entitlements.
