The president has the Constitutional power to stop any investigation that is occurring within the executive branch, for whatever reason.
It would be unconstitutional to impeach a president who is simply exercising his Constitutional power. Trump’s firing of Comey did not obstruct justice because the investigation was left intact and ongoing.
Trump could have gotten rid of Mueller, too, but he didn't.
Senates don’t build cases anyway. Feinstein needs to read her Constitution.
BTW, Dianne Feinstein voted "Nay" on obstruction of justice charges against Bill Clinton back during his impeachment.
