The point is it has nothing to do with tax reform. The same thing would happen if Trump stops enforcing the mandate and people drop their coverage because of it.

Nothing in the tax bill prevents the government from continuing to spend money on Medical Assistance and MediCare. I'm sure your subsidized housing and food stamps are safe too. The tax bill doesn't include a reduction to any entitlement program.
