VTMT, the document in your link is showing the homeless counts per CONGRESSIONAL DISTRICT in LA County.

Page 1, District 25 = 4581
Page 2, District 27 = 802
Page 3, District 28 = 4110
Page 4, District 29 = 4249
Page 5, District 30 = 2027
Page 6, District 32 = 1629
Page 7, District 33 = 3962
Page 8, District 34 = 11,623
Page 9, District 37 = 6073
Page 10, District 38 = 2945
Page 11, District 40 = 3673
Page 12, District 43 = 3739
Page 13, District 44 = 4365

Grand Total = 53,778

At best you could say your documentation shows 53,778 homeless, not 58,000. Of course, some districts aren't listed so that could be a reason for the discrepancy.
