NK keeps threatening the US. They keep firing test missiles and declaring that they can hit the US with a nuke.

Trump is using that as an opening to threaten NK and get China involved, before the situation gets more serious.

Contrast that the approach Obama would likely take. He would probably downplay the NK threat by saying even though NK has the range, they don't have the guidance to hit anything. Therefore, we don't have to worry about them.

The question becomes at what point do you seriously engage China and start playing hardball with NK?

It's probably better to do that when NK has little chance of actually hitting anything in the US. If you care about international diplomacy, you'd also want to time your tough talk when NK is showing signs of aggression. If NK isn't being provocative there's no reason to engage.
