Neighbor's cat adopting me - mt

We live in an apartment complex and probably about a month ago, a couple moved in upstairs.  About a week or two after that, this huge cat is right outside my front door with no collar, but very people friendly and tried to get in the house with us.  We go inside and he shows up at the sliding glass door to our patio, scratching at the door and crying.  We go out and pet him a little bit and he just stayed there all night.  The next day, he was still there and stayed there all day.  I figured he was lost and was going to try to figure out how to get him to the vet to get him scanned for a microchip even though I don't have a car.  We gave him a little bit of food that night since he had been on our patio for two days and never seemed to have left.  The next day, my husband sees the people upstairs and ask them if they have a big black and white cat and he is theirs.  They came down and got him and we figured that was the end of it. 

However, this cat is pretty much living on my patio.  I haven't given him anymore food since finding out he has owners and isn't lost and am trying to encourage him to go home, but he just sits at my door day and night, crying and scratching at the door.  He's there when I go to bed and still there when I get up.  He has to be going home for food I would imagine, but I don't know when he is doing that because he always seems to be there.  He's filthy from being outside all the time and it is just heartbreaking watching him out there desperate to get inside.  He literally looks terrified.  Of course, I could be totally getting played.  He got chased by a dog the other day and barely made it up onto the wall to our patio.  I think they just don't pay any attention to him and he sees the two spoiled cats I have and has decided he wants that too.  They pretty much seem to just sit up there and drink and throw their beer cans and cigarette butts over the railing which then land on my patio.  Today, they had their front door wide open so the cat could have definitely gotten in, but instead he is sitting on my patio crying. 

I don't know what to do.  I can't let him in because I doubt he has had vet care and I don't want to expose my cats to anything plus my cats are not exactly pleased by his presence plus I can't just steal these people's cat, not to mention we aren't supposed to have more than 2 pets and I can barely afford the two I have.  Any advice would be appreciated!  I love animals, especially cats, and this is just killing me to see him out there so distressed.  He really is an awesome cat, but I just don't know what to do for him.
