Prior to that you needed to buy insurance in your state and the companies could form a "monopoly" and fix prices. Now you can shop for the cheapest plan anywhere in the US to suit your needs. You are not limited to your home state to purchase health insurance. Competition will drive prices down. Low priced insurance does not need to advertise constantly on TV.
Those TV ads cost a lot of money and consumers currently pay for the ads.
