I disagree. I read the 2018 NDAA and it has a specific section - about Syria and Russia. sm

It's not illegal for the President to discuss agreements with anyone, including Putin and the Russians.

It's not illegal for Trump to say that his military works well with the Russian military.

It is possible that the 4-year-old version of the NDAA made cooperation with Russia illegal, as mentioned in the article. The link below is to the latest version which passed in December 2017.

It says:
SEC. 1228. REPORT ON AGREEMENT WITH THE GOVERNMENT OF THE RUSSIAN
FEDERATION ON THE STATUS OF SYRIA.

(a) In General.--Not later than 5 calendar days after reaching any
agreement with the Government of the Russian Federation relating to a
political settlement or long-term territorial control in Syria, the
President shall transmit to Congress a report on the agreement.
(b) Matters to Be Included.--The report required by subsection (a)
shall include--
(1) the text of the agreement, including all related
materials and annexes;
(2) a list of all parties to the agreement;
(3) an explanation of each of the terms established by the
agreement;
(4) a description of each of the obligations established by
the agreement; and
(5) a description of any territorial demarcations,
apportionments, or areas of control contemplated by the
agreement.

Subtitle D--Matters Relating to the Russian Federation

According to the NDAA when Trump and Russia reach an agreement on Syria, Trump has 5 days to submit the details to Congress. Reaching an agreement is not illegal.

The article performed a bait and switch on you. You probably didn't even notice it. It starts out by saying the talks in Helsinki "resulted in an agreement that includes cooperation between the two countries in Syria."

Then a few paragraphs down the subject changes:
"But there's a problem for the U.S. military to work closely with Russia: It's illegal.

A 4-year-old law — the result of Russia's seizure of Crimea from Ukraine — prohibits any U.S. cooperation or coordination with Russia's military."

The military doesn't need to be involved for the countries to reach an agreement on what to do about Syria.

The larger question is can Trump still be Putin's puppet if Putin helps Trump in Syria? There sure seems to be a lot of negotiating going on for that so-called puppet master...
