Why doesn't the govt mandate everyone buy a car? - That would be the better comparison.

Then you would have to buy government defined car insurance for every American that include all mandatory benefits including routine oil changes and tune-ups with no extra surcharge for high-risk drivers with bad records. Failure to comply could result in a “tax penalty” paid by driver's with good driving records.

So if you are a safe driver you will pay for those who aren't.

How does that sound? That't the better comparison.
