unscrew the back of the pedal, blow out the dust, and put it back together to see what happens. If there are any moving parts that seem to be sticking, maybe a tiny, tiny bit of sewing machine oil or some D-W-40 on a Q-tip might help. Also try googling "fixing a transcription foot pedal" to see if any helpful hints come up.
