called weak because he "pushed" it off on Congress to make the decision, which is what he was supposed to do in that case because "our" country was not threatened, because that is the constitutional way, yet "some" are okay with Trump going against the constitution on this. I don't understand the "then" part of your post because he did what he was supposed to do and don't see how that could possibly be wrong.
