They both went after and indicted people who either did not commit any crimes or were indicted for things unrelated to the purposes for which they were appointed.
Fitzgerald is the special counsel appointed in 2003 to investigate the outing of CIA agent Valerie Plame (who it turns out was a desk jockey in the D.C. area, not an undercover agent who was endangered by the outing as the media liked to imply.)
