It's only technical because it utilizes technical terms.
It is still dependent upon English proficiency and proper use of language (or it WAS, back in the old days -- even THAT has changed now). Reports now are shorter and more technical than before.
Ever talk to a "math geek?" Most are so into numbers that they suck at language. To encounter someone who is proficient in both is quite rare.
