That used to be considered full employment. When Obama left, 90 million people were on unemployment, food stamps, welfare, etc.
The growth of the economy has always come from small businesses, not big businesses. The dramatic increase in regulations by the Obama administration and requirements made it harder and harder for small businesses to survive, much less prosper.
Now with the $15/hr minimum wage, small restaurants will get crushed, while big chains can develop and install kiosks for ordering and robots.
