First, read your article. AT&T laid off 600 people before announcing the $1000 bonus for 200,000 employees.
Second, they announced a plan to layoff of "more than a thousand" workers in 2018.
Given those 2 facts, no reasonable person could jump to the conclusion that AT&T paid for their $1000 bonuses with that number of "worker" layoffs.
AT&T announced bonuses that would amount to $200 million. The 1000 people they're planning to fire would each have to be making $200,000/yr to pay for that. Even if true, those aren't "worker" wages. $200k is an executive level wage.
