It never fails to astonish me how little some people seem to know about even the most well-known facts about economics, taxation, etc.
American employers are required to contribute a percentage of what can collectively be called "employment taxes" and not only are these the highest in the world,there are many countries that don't even have any equivalent required contributions at all. Any and all "employment taxes" come out of the employee's check, period.
So, even if the absolute wage rate were the same in another country, an American company that moved their jobs to these countries would automatically benefit from "cheap labor."
In addition, you perhaps were not aware that several governments, India among them, in order to help their companies ravage American industries, not only established special tax rates for such companies or eliminated them altogether, they actually even financed start-ups with interest-free loans!
Education. It's a wonderful thing, at least when it's real education.
