Given the byzantine and myriad "procedural rules" that there are, it's hardly surprising if an "i" doesn't get dotted.
With the passage of these tax reforms, you should be worrying now about the 2018 elections, because they just slipped out of your grasp.
You just don't know it yet...but your leaders do.
