in 2015, in spite of no underlying law being passed by Congress to authorize this action.
The way it is supposed to work, Congress passes laws and the FCC creates regulations to implement the statutes. The FCC isn't supposed to just take it upon themselves to make up rules because they feel like it.
If Congress wants broadband providers to be regulates as Title II common carriers, then they can pass a law stating such. Rolling back unlawful actions is always a good thing.
