The Pubs really don't seem to care how they actually pay for any of their pet projects these days. In watching the Republican's Congress the last 7 years, they have done nothing to promote trust in them, especially with Trump in the executive seat. They have proven themselves to pull any dirty trick they can (otherwise called by them "negotiating"), letting the chips fall wherever they may.
