Clinton and Obama both recognized Jerusalem as the capital of Israel. Yes, the Act passed. but Clinton refused to sign it into law, so it automatically became law after 10 days.

Then there's the waiver which allows the delay of 6 months if it's necessary to protect the national interest of the US. Clinton, Bush, and Obama signed the waiver(s). The latest waiver was to expire in a couple days so Trump had to make a decision to declare Jerusalem as the capital to regain another 6 months waiver. He can do this as long as he is President, and as long as he continues to sign the waiver, it stalls the moving of the embassy.

I'll just bet Trump will do that. This way, he will satisfy the supporters, Israel, and since the new embassy would take 3-4 years to build, this will be a forgotten subject by then.
