Carter's reversal on regulating energy and transportation - markets is commendable,

but didn’t happen soon enough. The Dem Congress shot down President Ford’s attempts at deregulation of energy and Carter let it slide until the Iran crisis and ‘79 gas crunch. He had already started transportation deregulation program by then, but it was too little, too late.

Then there's the Dept. of Education which we did fine without for years.

On the foreign affairs front, same thing: Carter lost Iran and was, again, too little, too late, on USSR invasion of Afghanistan. He entirely blew it on Latin Amer and Cuba... Can at least give him credit for changing course, as did Clinton on taxes/welfare.
