Act requires that if your origin and destination are within the U.S. then you have to be an American flagged vessel. This was to keep foreign flagged vessels from controlling American shipping. The US has had similar laws since 1789. It’s what countries do to protect their borders and industry.

We also have similar rules for cargo airlines. A foreign airline cannot say pick up air cargo at JFK and unload it in Chicago.

Dockworkers load and unload foreign flagged as well as American flagged ships. The Jones Act has the support of the maritime unions, the ship owners of those ships, the shipyard owners and workers that build the ships and a good part of the defense sector that wants a reliable fleet to move military cargo in the event of a war.
