patient care ... it’s too avoid lawsuits OR to code things in a manner that the hospital gets reimbursed. But fear of being sued and malpractice costs drive a lot of the direct costs as well as the need for bureaucracy.

I agree, it's similar to Obamacare. Why not just turn Medicare/Medicaid back over to the states?
