It appears the FBI thought it had enough evidence to secure a warrant to wiretap Manafort (with whom Trump undoubtedly spoke, since Manafort was his campaign manager and they both lived in Trump Tower at the time). So, no. Trump was not "right." Also, Obama himself has/had nothing to do with any wiretapping. The FAISA court judges issue any orders for any wiretapping.
