brought into play in 2001, Obama did not "create this concept." There have been many different versions of the Dream Act presented through time. Nothing could pass and that is when Obama did his DACA. It was passed to him so he at least did something. Now it's Trump's turn to get this moving as a permanent solution. Hopefully, Congress will do the right thing once and for all.
