democratic plan all along so if they put together a bipartisan plan the democrats would be the ones who would need minimal republican support to pass it.

Repeal and replace was a republican plan that many republicans changed their minds on after rethinking what that would mean to their constituents. None of the democrats supported that plan so only minimal republican support was needed to shoot that disaster down.

As far as Trump, I honestly think he played his hand right on this one by making Congress make the decision. This way, if something gets passed into law for the Dream Act, he has washed his hands of it so his supporters will blame Congress and not him. :)
