He was not even allowed to vote in school elections, so you are wrong about that.

Now that he has his citizenship, he will be happy to vote in the next election.

No way they let green card holders vote. You need to register and to register you need to prove citizenship. As soon as he received his citizenship he registered to vote, before then he was not able to register to vote.
