This man, Bill Browder, was kicked out of Russia after years of having worked with Putin against corruption. Then Putin decided to change tacks, to put the fear into the oligarchs and make them give him a 50% cut. He is completely corrupt and this is the story which ended up being the cause of the Magnitzy Act (in 2012, way before Trump was in White House).

This was particularly heinous because of the effect it had on the orphans. Russia did not allow the adoption of healthy children, just sick ones. In spite of this, American families came with big hearts and open arms, taking in children with HIV, Down syndrome, Spina Bifida and other serious ailments. They brought them to America, nursed them, cared for them and loved them. Since the Russian orphanage system did not have the resources to look after these children, many of those unlucky enough to remain in Russia would die before their 18th birthday. In practical terms, this meant that Vladimir Putin sentenced his own, most vulnerable and sick Russian orphans to death in order to protect corrupt officials in his regime."

So basically is it about adoption? Only in the sense that Putin used it as a tool to try to get rid of a law that made the operations of he and his fellow oligarchs illegal in this country and froze their assets. Do you really want Trump to be able to get rid of that law so they can continue their corrupt practices here?

Associated with this matter, many politicians who opposed Putin and many journalists have been killed. Is that what you want here?

I would recommend watching Richard Engel's reporting on this. He has interviews with many involved in this, both Russian and American. Just shocking. Putin and everything he represents is anti-American and he should not have a voice here or a friend in the White House.
