How does the FBI investigate an ongoing situation

I understand how the FBI investigated Clinton's use of email. That was in the past by the time they got involved and there were records, people, and documentation they could look into. How does the FBI investigate an ongoing situation, like the Trump campaign's involvement with Russia, without surveillance? If they're not monitoring communications, how could they say there is no evidence of collusion? If the FBI is involved (as we know they are) then Obama's Justice Department was also involved. Is it a lie to say Obama "wiretapped" Trump, when really it was Obama's Justice Department/Administration? Okay, but it does seem like a minor distinction. My theory about the Russia stuff. It's all about the Democrat elite trying to protect themselves. The Bernie vs. Clinton primary was close to 50/50. The DNC leadership (Wasserman-Schultz and Brazille) put their thumb on the scale for Clinton. THEN SHE LOST! That left a lot of Bernie voters upset at the DNC establishment. They've been desperately trying to shift the blame since the election. ;

Seriously, are you questioning the FBI's reason for investigation? They have all that they need to have an ongoing investigation obviously. Because you and other "rights" don't believe it doesn't mean it doesn't exist. And I find it amusing you UNDERSTAND the Clinton stuff, which BTW came up EMPTY, but don't understand trump. And again with the Obama stuff (yawn). No evidence of wire tapping found, how many times does that need repeated? Do you on the right lie in bed at night thinking this stuff up? More specifically, how does a story like the one linked below, from the New York Times, which cites "phone records and intercepted calls" get published without their being surveillance? That's not a valid question?

I wasn't trying to upset you by bringing up Hillary. I was just drawing a comparison between the two most recent FBI political investigations. Hillary, for crimes allegedly committed in the past. Trump, for crimes allegedly ongoing throughout the campaign.

My post contained two subjects:
1. How the FBI investigates an ongoing situation without surveillance?
2. Why the Russia thing continues to be a big deal even though it's been months and there's still no evidence of a crime by Trump or any of his associates.

voter interference, which means communications with Russians that could effect the outcome of our election. I have never heard they have no surveillance. I'm sure they have what they need or there would be no investigation. Russian ties that could have interfered in voting is a problem as it was no secret Putin wanted Trump. I would support any plan that would create more jobs, fix the health insurance and keep fighting terrorism WITHOUT discriminating against religions. I will support anything for this country.
