He should arrest a few of the CEO's of companies that are violating the law by employing illegals. Throw these greedy profit-driven scofflaws in prison, levy huge fines against their companies, and the rest will quickly get the message, you can be sure. 

Rationale:  We're asked to believe that most illegals come to the US to find work.  If this is true, and it may be, then cutting off the jobs would both damp down the influx of new arrivals AND would likely cause the self-deportation of many who are already here. 

With that done, between border security and restoring the proper role of ICE, DEA etc he can start to address the other elements (drug cartels, terrorist infiltration, etc).

I live in a community that is heavily agricultural with a large Hispanic population. I am sure that we have undocumented workers but the majority are probably here on work visas or are naturalized citizens. My observation is that the immigration service already does a decent job of policing illegals in our area. CEOs should not go to jail but they should be fined if they harbor undocumented workers. There should be incentives for corporations to remain in the United States. There is concern in agricultural communities that a lack of workers would hurt the economy. The truth is that it's hard work with long hours and the people who put food on our tables are doing jobs that many others would not, that also goes for housekeeping and other menial labor. Giving immigrants the message that they are no longer welcome in this country is going to have a negative impact because no one else wants those jobs.
