Dog killed 2 days ago

On Tues, my husband took our 2 dogs out for usual late morning walk while I was at work. A pit that was loose (or pit mix) snuck up on them from behind and ambushed them basically. Hubby wrestled with the pit & got him in a choke hold, made him let go of our dog (chihuahua mix). This other man happened to show up and grabbed the pit, held him while hubby untangled our dogs leashes & picked up our chi, headed back to our apt. Other man then let the pit go. Hubby called me so I took lunch break, went home to check injuries. New at job, new promotion, so had to return to work. Got some good friends to take chi to vet. His injuries were bad. Torn eye, hole in abdomen that did lots of internal damage, did something to his lungs where air got in where it shouldn't, etc. Lost enough blood that they couldn't get an IV going. No broken bones. Poor dog died from these injuries. The office got a report of a dog killed by a pit and a human that was bit by him. They called cops, pit was found, taken. This all happened before I told the office about our dog. So this pit did a lot of damage in short time. Here comes my absolute frustration. I've spent the last 2 days on phone trying to track down where this pit ended up, who's watching him, testing him for rabies, etc. Everyone I talked to gave me other phone numbers and people to talk to. Most of them barely understood that a person got bit. All of them jumped on my comment that 2 dogs DIED because of this loose dog and told me in clear terms that nobody tracks this kind of result in a dog/dog problem, nobody would test the pit for rabies if all he did was kill 2 dogs.... WHAT? I reminded them that he did also bite a human. Then I got told they'd only give me info if I had reference/case number off a bite report. I have no idea who the person is who got bit, so I have no number. The one person who gave me anything at all said the dog was in quarantine, would be observed for 10 days for signs of rabies, then tested if needed. On the day this happened, the dog found me while I was outside, followed me home, tried hard to get inside (while my dogs freaked out), then waited outside for me when I left to return to work, tried to get in my car with me. I'll never forget him, could pick him out of a line-up. The dog is healthy (at least for now) & just has this attitude. Why is it so hard to get what should be simple questions answered in cases like this? Why does nobody care when animals are killed in dog attacks? Why do they only "do paperwork" when a human gets bit or scratched by same creature that kills animals? I don't get it. It's still serious violence. I don't think the owner has been found, so I'm not real sure what they'll do with this pit once 10 days are over. Got told they'd probably put him down. I hope they don't forget his history and try to adopt him out. It wouldn't surprise me. I've met other pits who were wonderful dogs, but this one had something wrong with him. He had a long surgery scar down his back, so at some point in the past he had an owner who cared enough to pay some significant vet bills for him. He has no other scars, so he's not a fight dog. He's not afraid of people at all. Something happened to this dog to turn him from somebody's pet to a killer. So many things I just don't understand. Our chi was a rescue who rescued him from another rescue and then adopted by us when his owner at the time died 2 years ago. He was loved a lot. He would've turned 4 years old next month. Just heartbroken. All these dogs are victims.
