In white collar types of investigations, we often didn't interview or even contact the subject until we knew we had them cornered by the evidence. Clinton - and perhaps Bill as well - might be facing more than one indictment because there's the influence peddling and the malfeasance with the Clinton Foundation as well.
The Clintons are such unabashed scofflaws and grifters that I'm amazed that there's even one person in the country who continues to deny it. I guess they're fooled by appearances, or by the staggering brashness of their behavior. They deny it, but they don't conceal it. This appears to confuse some people.
