Something I really do not understand about children.

Why?   How can people stand to sit there and listen to their kid scream constantly, intermittently every few seconds,  nonstop, for over an hour,  let alone 10-15-20 minutes or so?

This one next door will scream at him in return  "STOP" and he keeps it up, then she screams again,  he keeps it up, and so on.   This goes on the better part of a day sometimes.

This baby is about 2 years old,  dysfunctional family where the mother and father both scream and fight,  I've called the police twice for possible domestic abuse.   I don't think there's any cognitive problems with the baby, he seems very bright when I've talked to him outside, both my husband and I can tell.   The mother apparently has the baby so screwed up,  I doubt she teaches him to talk,  all he does is scream for what he wants.  He doesn't talk when either of us see him,  but he will smile and let us hold hands and I've given him a hug and picked him up with the mother right there.   Probably the most positive attention he ever gets. 

Yes, I realize it's none of my business what goes on in the household.   I have no intent of saying anything to her.  It's very simply annoying and I do not for the life of me understand how someone can listen to that constant screaming.

Children imitate what's going on around them. So, if the parents scream, the kids scream. Apparently, the parents are comfortable with crazy screaming. They are clearly ignoring their children. Children who feel loved and are in a safe, loving environment, do not scream constantly like that.

And for the record, children (toddler and up) who feel loved and attended to at home, won't want a "stranger" picking them up. It's odd for a small child to let someone they don't know well pick them up.

This most certainly is your business. The kids are in effect being abused by the parents screaming and their lack of attention to the kids. Unfortunately, the kids will not be taken away. Somehow, it's okay to act nuts without having your kids taken away from you.

These kids are headed for mental illnesses of some sort. At the very least, emotional instability. How sad.

All you can do is be a caring presence when opportunity presents itself.

even though he'd never seen me up close before. I picked him up, hugged him, she sat right there and watched me, never said a word. I cuddled him, called him all kind of cute little names, talked to him; what a funny, cute, wild little boy you are, aren't you my little poobah, you are a silly boy, gimme a hug little boodah. I let him play with my keys, walked with him, and came in close when he walked too close to the edge of the front steps.

The mother says he's a wild boy alright. The baby never said a word the whole time I had him, just wallowed in my hug and attention. Poor little thing, no wonder he's wild to her. Wild for some kind words in a decent tone of voice and some attention.

He knew and remembered me when the father had him outside not long ago, mother in jail. I walked up, held out my hand, talked to the baby and he reached for my fingers, and I talked to the father a little bit. Baby smiled at me the whole time.

Due to family circumstances I will not go into, the "village" I grew up in was my exposure to love and kindness. It would be a terrible thing if this child never knew caring and love. Be the best role model you can be to this child. I would also talk to your area social services. The parents probably do not know any better because they were probably raised the same way. Even some parenting classes and/or mentoring may help them.

I'm always amazed that if someone was abusing or neglecting a cat, dog or other animal, people would be up in arms here. They don't seem to have the same response on this board. That is very telling to me.

Yes, parents screaming all the time in front of their kids is abuse. So, abuse of kids is okay here, you who see animals as more important than children? I guess the only difference is, when a kid turns 18, they are older and physically stronger, so they can tell their parents to stick it.
