Question: Since when does foreign policy

"run through the Executive Branch?" This is what Obama stated today in his press conference after Netanyahu's speech.
Since when it is ONLY the President who makes decisions on foreign policy? Hasn't it always been Congress to decide and isn't it their job to decide funding, arms, or anything else with regard for foreign policy? This is the impression I got on that statement. Is he now planning to take over that part of congressional policy for more power?
BTW, he stated he didn't watch the speech, but yet he spoke for almost 15 minutes on the speech, attacking Netanyahu. Oh, he read the brief.
